mstex - skin sub update

Some times you make such a great theam that you end up hacking apart the skin loading sub to get it to work right.

The apptab and tile graphics can now to 100% transparent .png files, and i am working on unifying the three needed text configs in to just one config.

Going to play around with the settings window (thats what the next update will be about, that window), see about implementing a skin download center.

Also going to add back in "Favorited" apps, it will show up in the "places" / windows flag icon. Again, right-click to save as a favorite.
