SysTray Bandwidth Monitor

SysTray Bandwidth Monitor was a suggestion from a watcher (i forgot who, please forgive me). I tried to make this as customizeable as possible.

You can:
* Change the background colors
* Change all of the "meter" colors
* Assign a custom icon
* Drag and drop the window wherever
* Window placement is remembered
* Start with Windows
* Change Transparency
* Have the Info box Always on Top (or not)

Clicking on the icon will show the Bandwidth meter, clicking again hides it. Right clicking the icon pops up a menu, or right-clicking on the Info box.

This app update the info 4 times per one second, So I am pretty sure that is enough for everyone.

This will probably be the only and final version, unless people convince me to do translations. Seeing as how i am currently working on a translation system as it is right now, a translation of this app wont happen until after STR is translated, In Other Words, dont hold your breath.

This app should work for Win98 and up.
